Minimum Standards for Players’ and Match Officials’ Areas (PMOA)

District Cricket League T20 (DCL T20)

For the purposes of these Minimum Standards, all *italicised* terms carry the meanings defined in the **DCL Anti-Corruption Code**, or—where not defined there—the meanings provided below.

Key Definitions

DCL Anti-Corruption Manager
The individual(s) appointed by the DCL ACU to provide anti-corruption and security support services for the ACU before, during, and after all relevant Matches.
Internet
The global public communications network of interconnected computer systems, accessible via wireless or wired technology, enabling access to the World Wide Web and related URL-based services.
Match Official
Includes the Match Referee, Umpire, Regional Umpire Performance Manager, and any technical expert appointed by DCL to provide technological support to the Umpires.
Mobile Device
Any portable device capable of connecting to mobile telecommunications or WiFi networks to transmit text, data, voice, video, or multimedia. This includes, but is not limited to: PDA devices, mobile phones, smartwatches, tablets, BlackBerry devices, etc.
PMOA
As defined in Article 2.1 of these Minimum Standards.
Regional Umpire Performance Manager
The individual appointed by DCL to provide performance management and support to Umpires.

ARTICLE 1 – Introduction, Scope, and Application

1.1 Purpose of the Minimum Standards

  • The DCL has implemented these Minimum Standards to support the DCL Anti-Corruption Code and uphold the fundamental sporting values that the Code seeks to protect.
  • These standards are specifically designed to address the rapid advancements in mobile communication and the increasing sophistication of betting activities on cricket matches.
  • To ensure the integrity of the sport, the Standards strictly limit all forms of communication between Players, Player Support Personnel, and Match Officials with any external third parties from the moment they enter the PMOA on match day until the official conclusion of play for that day.

1.2 Obligations of Participants

  • All Players, Player Support Personnel, and Match Officials:
  • (a) Are automatically bound by, and must fully comply with, these Minimum Standards.
  • (b) Agree to recognize and submit to the authority of the ACU General Manager—or any individual appointed on their behalf—to implement, manage, monitor, and enforce these Minimum Standards.

1.3 Relationship with Other DCL Regulations

  • These Minimum Standards do not replace or reduce any responsibilities or obligations under the DCL Anti-Corruption Code or any other DCL regulations. All participants remain fully responsible for complying with all relevant DCL rules at all times.

1.4 Effective Date

  • These Minimum Standards come into full effect on 27 February 2024, superseding all previous versions.

1.5 Application

  • The Minimum Standards must be implemented in full at:
  • * Every official DCL Match
  • * Any DCL Event
  • * Any other Match where DCL decides these Standards must apply

**Compliance is Mandatory:** All participants must adhere strictly to these standards to preserve the integrity of DCL T20 matches.
